Its twin starting points are the high priority allocated to population ageing, by Member States and the European Union as a whole, and the fundamental importance of scientific research as the driver of innovations in public policy, in a wide range of clinical and other professional practices, and in the development of products and services. The combination of science and innovation will be the cornerstone of Europe’s future success, both in terms of economic growth and the promotion of social quality for all citizens, and that equation lies at the heart of this Road Map. The Road Map for ageing research is the product of the most extensive consultation ever undertaken in this field, involving all of the major stakeholder groups and end users of ageing research, and spanning a 2 year period.

This book shows on the one hand, at the individual level, that homeownership limits the likelihood of becoming unemployed and increases the probability of finding a job once unemployed. On the other hand, the transaction costs inherent in the housing market and homeownership hamper job-to-job changes and increase unemployment at the country level. This insight provides a clear policy message to European policymakers: reform in the housing market, aimed at lowering transaction costs and providing less generous subsidies for homeowners could be an effective instrument for reducing unemployment and improving labour market flexibility.

Adopting a multiscalar and transdisciplinary approach, it unpacks how gaps and contradictions in institutional rulemaking and application force many residents into protracted liminal states marked by intense vulnerability. By merging a political economy lens with ethnographic research in informal housing, illegal moneylending, unauthorized street-vending and waste collection, the author shows that informalities are not marginal or anomalous conditions, but an integral element of the city’s governance logics. Multiple actors together construct the local cultural norms, conventions and moral economies through which rule-negotiation occurs. However, these practices are ultimately unable to reconfigure historically rooted power dynamics and hierarchies. In fact, they often aggravate weak urbanites’ difficulties in accessing rights and services.
