Abstract/Sommario: This report reviews trends and developments in the relationship between workers, employers, their respective representatives and public authorities at national and EU level during 2010-12. It looks at how the continuing crisis and reforms implemented in response may be having a more fundamental impact on industrial relations, as conflict is increasing. It looks at how the continuing crisis and reforms implemented in response may be having a more fundamental impact on industrial relations, as conflict is increasing. In certain countries, fiscal consolidation has resulted in unfavourable settings for social dialogue, especially in the public sector, where reforms have been accelerated. Despite this the report concludes that structured social dialogue is still the right approach for building consensus and ensuring the sustainability of economic and social reforms.

Industrial Relations in Europe 2010 noted that in the early part of the recession, when the main impact of a shrinking economy was felt by the private sector, governments and social partners often worked together to mitigate negative impacts on employment.

Abstract/Sommario: This report describes the characteristics of the young people who face most difficulties in accessing social and health services, the types of services most relevant to them and the main challenges they face in accessing information and support services. It also looks at what service providers can do to ensure they reach young people in need of their support and presents innovative examples of how to tackle inequalities in access to services.

Abstract/Sommario: Against a backdrop of rising societal concerns and lagging economic performance, the European Union launched in 2010 the Europe 2020 strategy to guide Europe’s economic recovery and present a comprehensive agenda towards becoming a more competitive, sustainable and inclusive economy. At the core of this strategy, the Innovation Union Flagship Initiative sets out how Europe will tackle the innovation emergency it is facing, through a strategic approach integrating research and innovatio ...; [Leggi tutto...] Against a backdrop of rising societal concerns and lagging economic performance, the European Union launched in 2010 the Europe 2020 strategy to guide Europe’s economic recovery and present a comprehensive agenda towards becoming a more competitive, sustainable and inclusive economy. At the core of this strategy, the Innovation Union Flagship Initiative sets out how Europe will tackle the innovation emergency it is facing, through a strategic approach integrating research and innovation instruments and actors. It commits the EU and Member States to put in place framework conditions to make the business environment more innovation friendly, facilitate access to private finance, complete the European Research Area, and address major societal challenges. The present report monitors progress towards the EU and national R&D headline targets and provides economic evidence and analysis to underpin EU and national policy making in support of Innovation Union. It aims to complement the overall review of Europe 2020 targets in the European Commission Annual Growth Survey by offering a deeper perspective on R&D intensity targets at EU and national level and presenting evidence on the dynamics of knowledge-intensive firms and other aspects of innovation. The report also extends and complements the Innovation Union scoreboard indicators to address the whole cycle of innovation, including the impact of research and innovation on raising competitiveness and tackling societal challenges.

Sullo sfondo di preoccupazioni sociali crescenti e di una situazione di debolezza economica, nel 2010 l’Unione europea ha varato la strategia Europa 2020 per guidare la ripresa economica dell’Europa e presentare un’agenda completa sull’evoluzione verso un’economia più competitiva, sostenibile e inclusiva. Un elemento fondamentale di tale strategia è l’iniziativa faro “L’Unione dell’innovazione”, che delinea le modalità con cui l’Europa affronterà l'emergenza dell’innovazione, mediante un approccio strategico che integri gli strumenti e i soggetti della ricerca e dell’innovazione. L’iniziativa impegna l’UE e gli Stati membri a creare un contesto favorevole per rendere l’ambiente economico più aperto all’innovazione, agevolare l’accesso ai finanziamenti privati, completare lo "Spazio europeo della ricerca" e affrontare le grandi sfide della società. La presente relazione sulla competitività dell’Unione dell’innovazione riporta i progressi compiuti verso gli obiettivi principali di R&S a livello di Unione e di singolo Stato membro e fornisce dati economici e analisi a sostegno delle strategie UE e nazionali a favore dell’Unione dell’innovazione. Il documento mira a completare il riesame annuale degli obiettivi della strategia Europa 2020 contenuto nell’Analisi annuale della crescita della Commissione europea, offrendo una prospettiva più solida sulle mete ad alta intensità di R&S a livello Ue e nazionale e presentando dati fattuali sulle dinamiche delle imprese ad alta intensità di conoscenze e su altri aspetti dell’innovazione. La relazione, inoltre, amplia e completa gli indicatori del quadro di valutazione dell’Unione sull’innovazione per prendere in considerazione tutto il ciclo dell’innovazione, fra cui l’impatto della ricerca e dell’innovazione sull’aumento della competitività e sulle risposte alle sfide della società.
