Abstract/Sommario: Evaluations of programmes and interventions financed through the European Social Fund (ESF) have proven challenging and have in many cases not allowed policy-makers to draw evidence-based conclusions regarding their effectiveness and efficiency. In order to strengthen future evaluations, the European Commission is incouraging Member States to increase efforts to develop credible evidence of ESF effects beyond what would have been achieved in the absence of ESF support. Such evidence requires counterfactual impact evaluations (CIEs) – i.e. comparison of results to estimates of what would have occurred otherwise. This guidance provides practical advice on some of the key questions that need to be considered when designing, commissioning and conducting CIEs. It is intended for ESF Managing Authorities (MA) and other bodies responsible for the implementation of ESF-funded programmes and interventions. The focus is on practicalities, though through necessity some technical issues are discussed.

The main objective of the report is to present the findings on some of the challenges that European countries face in the implementation of the key competences approach, and to identify problem areas and common obstacles. The main objective of the report is to present the findings on some of the challenges that European countries face in the implementation of the key competences approach, and to identify problem areas and common obstacles. Based on research evidence and national practices, the report will also outline a range of measures that have the potential to effectively address these challenges.

Abstract/Sommario: This overview report synthesises and compares industrial policy capacity within nine European case study regions which have been analysed as part of the pilot project Future of Manufacturing in Europe. The regions analysed are industrial and manufacturing powerhouses of their respective countries and it is clear that, in the majority of them, industrial policy is strongly linked to regional innovation. The regions analysed are industrial and manufacturing powerhouses of their respective countries and it is clear that, in the majority of them, industrial policy is strongly linked to regional innovation. This study was designed to identify good practices in order to further develop regional industrial policy capacities across regions in Europe. Many of these good practices – in policy governance, policy design, policy mix, or policy monitoring and evaluation – may interest regions seeking to enhance their industrial policy capacities.

Abstract/Sommario: This monitoring report describes how far the European credit system for vocational education and training (ECVET) has progressed in the Member States and the regions. ECVET is now at a crossroads. It may well become the catalyst for innovation in education and training. But there is a risk that it will become lost among the many European education and training tools. What will most determine the success of ECVET is not just the relevant policy decisions, but their wide dissemination. ECVET is now at a crossroads. It may well become the catalyst for innovation in education and training. But there is a risk that it will become lost among the many European education and training tools. What will most determine the success of ECVET is not just the relevant policy decisions, but their wide dissemination. The entire spectrum of education and training needs to understand how the ECVET contributes to learner mobility, transparency of qualifications, and greater parity between vocational and general education.

Abstract/Sommario: This Cedefop report covers the development of national qualifications frameworks (NQFs) in the 27 members of the European Union, in two candidate countries to the EU (Croatia and Turkey) and in Iceland and Norway.

Abstract/Sommario: The 27 EU member states, five EU candidate countries and Liechtenstein and Norway are making rapid progress towards establishing and implementing national qualifications frameworks (NQF). By the end of 2011, 12 countries have linked their national qualifications levels to the European qualifications framework (EQF) levels. Cedefop’s third review of NQF/EQF development shows that countries consider NQFs as tools that support national reforms and coherent lifelong learning policies. By promoting the use of learning outcomes they address barriers between vocational education and training and higher education. This report also highlights that the links between NQFs and validation of non-formal and informal learning are becoming stronger in most of the countries reviewed, an issue that is currently high on the policy agenda.
