Abstract/Sommario: The Report finds that in industrialised countries, adult education policies are informed by a lifelong learning perspective and integrated into other policy portfolios. But globally, successful coordination of a wide range of stakeholders is rare. Adult educators all too often suffer from low status and remuneration, affecting the quality and sustainability of programmes. Sufficient, predictable and well-targeted funding is more the exception than the rule.

This paper is a preliminary attempt to identify the effects of the reform on the probability (relative to non-graduates) of employment of college graduates in the age range 25-34; their quality of employment measured with the relative probability of being employed with a temporary contract; the college wage premium. Using administrative data to identify the gradual introduction of the reform in different universities, the paper shows that the reform increases significantly the relative employment of graduates except for women in the South where the rapid increase of female post-reform graduates has not been absorbed by the weak labour market. Finally, post-reform college graduates have a significantly lower college premium with respect to high school graduates than pre-reform graduates.

Il processo di Bologna è alla base della riforma del 3 + 2 del sistema universitario in Italia. Questo documento è un tentativo preliminare per identificare gli effetti della riforma sulla probabilità relativa (rispetto ai non laureati) di trovare lavoro per i laureati nella fascia d’età 25-34 e la qualità dell’occupazione trovata misurata con la probabilità di essere assunti con un contratto a tempo determinato. La riforma ha aumentato significativamente l’impiego relativo di laureati, tranne per le donne nel Sud, dove il rapido aumento delle laureate post-riforma non è stato assorbito dai deboli mercati del lavoro.

Abstract/Sommario: In order to strengthen the existing partnerships of the Federal Institute for Vocational Education and Training (BIBB) and to establish new cooperation projects, the BIBB has created its regional partners meetings. These are a forum for discussing issues of mutual interest which have been topical for some years, intensifying existing relationships and initiating joint projects. These are a forum for discussing issues of mutual interest which have been topical for some years, intensifying existing relationships and initiating joint projects. The present BIBB publication evolved on the occasion of the First BIBB Global Partners Meeting at the WorldSkills Leipzig 2013. It documents and details the approach of improving and promoting VET through cooperation and exchange of examples of good practice between national and international VET institutions. On the one hand, this publication documents the national responsibilities and international cooperation projects of the BIBB. On the other hand, it is a comprehensive presentation of the leading vocational education and training institutes all over the world, of their tasks and objectives, their research and development activities and their cooperation projects within international networks.

Abstract/Sommario: This study examines the initial impact of COVID-19 shutdowns on the employment and hours of unincorporated self-employed workers using data from the Current Population Survey. Although the shutdowns decreased employment and hours for all groups, differential effects by gender, couple status, and parental status exist. Coupled women were less likely to be working than coupled men, while single women were more likely to be working than single men. However, fathers of school-age children who remained employed were working reduced hours compared to men without children. Remote work mitigated some of the negative effects on employment and hours.

The reason is that the pandemic recession has drawn on old structural problems, which already before the pandemic made the country one of the worst performers in terms of growth rates in Europe in the last 20 years. The reason is that the pandemic recession has drawn on old structural problems, which already before the pandemic made the country one of the worst performers in terms of growth rates in Europe in the last 20 years. The evils of Italy are well known. It is the second biggest manufacturer in Europe, but also among the most traditional ones. Made in Italy, despite moving up in terms of quality and skilled content, still remains the most exposed to the competition from emerging market economies. The crisis was already ongoing when Italy joined the euro currency, and the strong currency made things worse. The necessary industrial upgrading from traditional manufacturing to the new branches of industry would have required strong public investment in infrastructure, which were not allowed or not possible due to the Maastricht Treaty of 1993, the economic and financial crisis at the end of the 2000s, and the Fiscal compact of 2012. The pandemic has changed the mind of the European Union (EU) governance.
