The 2011 issue highlights policy issues related to: the recent economic crisis and the adequacy of income support for the unemployed; social protection and labour markets in emerging economies; earnings volatility; and qualifications mismatch. In the wake of the global economic crisis, the question of how unemployment benefits and other income support schemes can best cushion income losses during a deep recession is examined. More generallly, the risk of large declines in earnings during recessions is analysed and structural labour market reforms are identified which can reduce earnings volatility over the business cycle. The recent global crisis has also highlighted the importance of social protection schemes in emerging economies, and the Outlook shows how they can be cost effective when they are adapted to national labour market conditions such as a high incidence of informal employment. In all countries, a strong and sustainable economic recovery is more likely if workers have the skills that employers require and are employed in jobs which make good use of their skills. New measures of qualification and skill mismatch are presented and lessons drawn for education systems, life-long learning institutions and labour market policies.

L'edizione 2011 del rapporto annuale OCSE fornisce una panoramica sulle condizioni del mercato del lavoro a seguito della crisi finanziaria ed economica, evidenziando come la recessione 2008-2009 abbia rappresentato uno "stress test" per la rete di sicurezza sociale nei Paesi OCSE ed individuando lacune potenzialmente rilevanti nelle politiche di sostegno al reddito per i disoccupati. Viene inoltre presentata un'analisi dei programmi di protezione sociale nelle economie dei Paesi emergenti. L'edizione 2011 illustra, inoltre, come per numerosi lavoratori dei Paesi OCSE le retribuzioni varino ampiamente da un anno all'altro, aumentando il rischio di povertà per le famiglie e di tensioni finanziarie, mentre la tassazione progressiva sul reddito e più alte indennità di disoccupazione tendono a mitigare gli effetti della volatilità delle retribuzioni sul benessere familiare. Questi e altri nuovi risultati empirici forniscono le basi per una migliore comprensione del ruolo che possono svolgere i sistemi d'istruzione, gli istituti di formazione continua e le politiche a favore del mercato del lavoro per assicurare che i lavoratori acquisiscano le competenze richieste dal mercato del lavoro e che tali competenze siano adeguate al posto di lavoro ricoperto.
