Abstract/Sommario: The european qualifications framework (EQF), established by the recommendation of april 23rd 2008, represents an important step within the process started by the Lisbon council in March 2000. A major reason to create EQF is the need of compare skills and qualifications of european citizens, to support lifelong learning and encourage mobility of students and workers, with the aim of increasing job opportunities and education and training chances. In order to achieve these aims the european commission and the parliament set up a global strategy and a set of tools, among which EQF. The purpose of this report is to disseminate the results of the italian referencing process, in compliance with eQf recommendation’s requirements. The referencing process and the report have been elaborated by a working group of experts and have been agreed with regions and social parties.

L’istituzione del Quadro europeo delle Qualificazioni (European Qualifications Framework - EQF), con raccomandazione del 23 aprile 2008, rappresenta un passaggio decisivo all’interno di un complesso processo avviato con il consiglio europeo di lisbona del marzo 2000. L’elemento chiave su cui si basa la costituzione del Quadro europeo è la necessità di comparare le abilità e le qualificazioni dei cittadini europei per promuovere l’apprendimento permanente e favorire la mobilità di studenti e lavoratori, al fine di ampliare le opportunità occupazionali e le possibilità d’istruzione e formazione. A sostegno di questa necessità, quindi, la commissione e il parlamento europeo hanno messo a punto una strategia globale che nel corso degli anni ha portato alla definizione di una serie di strumenti, tra i quali EQF. La finalità del presente rapporto è contribuire alla diffusione degli esiti del processo di referenziazione avviato a livello nazionale, in risposta a quanto richiesto dalla raccomandazione ai paesi aderenti. Il documento, predisposto dal gruppo tecnico di esperti che ha curato il processo di referenziazione, è anche il frutto di un confronto con le regioni, attraverso il loro Coordinamento Tecnico, e con le parti sociali.
