Indagando le cause e l’esatta distribuzione di questa diseguaglianza, è possibile proporre un nuovo programma, che affianchi al diritto antidiscriminatorio policies in grado di superare il gender pay gap. Dal pensiero della differenza all’analisi intersezionale, questo libro propone una rilettura critica degli strumenti giuridici e delle politiche pubbliche che mirano a promuovere il lavoro delle donne, per comprendere dove si annidano le radici redistributive delle diseguaglianze di genere e valutarne le azioni di contrasto.

In this book, Guido Alfani offers a history of the rich and super-rich in the West, examining who they were, how they accumulated their wealth and what role they played in society. Covering the last thousand years, with frequent incursions into antiquity, and integrating recent research on economic inequality, Alfani finds—despite the different paths to wealth in different eras—fundamental continuities in the behaviour of the rich and public attitudes towards wealth across Western history. His account offers a novel perspective on current debates about wealth and income disparity.

Il progetto liberista ha cercato e tuttora cerca di realizzare non solo un’economia di mercato, ma una società che, in definitiva, si risolve nel mercato. Dove i rapporti sociali sono irrilevanti se non mediati dal mercato e anche le istituzioni politiche vengono guardate e valutate solo in base agli interessi economici di individui egoisti, mentre il denaro può comprare tutto e le disuguaglianze di reddito, di ricchezza e di opportunità possono crescere a dismisura in nome del merito, degli incentivi, dell’efficienza. Di questi fili è intessuta l’ideologia di mercato.

Abstract: The 2020-21 edition also reviews minimum wage systems across the world and identifies the conditions under which minimum wages can reduce inequality. The report presents comprehensive data on levels of minimum wages, their effectiveness, and the number and characteristics of workers paid at or below the minimum. The report highlights how adequate minimum wages, statutory or negotiated, can play a key role in a human-centred recovery from the crisis.

Abstract: The 2018/19 edition analyses the gender pay gap. The report focuses on two main challenges: how to find the most useful means for measurement, and how to break down the gender pay gap in ways that best inform policy-makers and social partners of the factors that underlie it. The report also includes a review of key policy issues regarding wages and the reduction of gender pay gaps in different national circumstances.

Il volume intende, invece, attirare l’attenzione sull’impatto che evoluzioni recenti nel funzionamento dei mercati, in primo luogo quello del lavoro, hanno avuto sulle disuguaglianze economiche. A partire da una interpretazione dei fatti più rilevanti, si mettono in luce caratteristiche e implicazioni di tale impatto per il funzionamento del sistema economico-sociale nel suo complesso, e si indicano gli interventi di policy più appropriati per farvi fronte. L’analisi pone al centro il nostro paese pur fornendo elementi utili per una comparazione a livello europeo e internazionale.

Abstract: In this paper, we measure the amount of gender discrimination in the Italian labour market, using the ISFOL PLUS database and covering the period between 2005 and 2010. We adopt a quantile regression decomposition methodology, in order to measure the gender wage gap across the entire distribution of earnings. We adopt a quantile regression decomposition methodology, in order to measure the gender wage gap across the entire distribution of earnings. Moreover, we test the robustness of our estimates by comparing the quantile regression decomposition results when more dependent variables are added to the model. Finally, by comparing the results obtained from a random effect regression to those obtained using the Hausman-Taylor regression model, we test whether the estimated level of discrimination changes when correlation of time varying characteristics to the unobservable individual heterogeneity is allowed. The results show that, other things being equal, female employees earn around 10% less than men employees. This percentage is increasing with wages, sometimes reaching levels higher than 20% toward the top of the earnings distribution. The gap in earnings is increasing with age.

In quest’articolo si stima il livello di discriminazione di genere presente nel mercato del lavoro italiano, usando le annualità dal 2005 al 2010 del database ISFOL PLUS. Per questo proposito si utilizza una decomposizione basata sulla quantile regression, metodo che consente di stimare la diseguaglianza di genere lungo l’intera distribuzione dei salari. Inoltre, si conduce un’analisi sulla robustezza dei risultati, confrontando le stime ottenute aggiungendo un maggior numero di variabili dipendenti. Infine, si confrontano i livelli di discriminazione ottenuti da una regressione col metodo dei random effects, rispetto ai risultati ottenuti da una regressione col metodo Hausman-Taylor, metodo che è valido anche nel caso di correlazione tra abilità individuali non osservabili e caratteristiche osservabili che abbiano una sufficiente variabilità temporale. I risultati ottenuti mostrano che le donne, tenuto costante un determinato livello di capitale umano, guadagnano circa il 10% in meno dei dipendenti maschi. Questa percentuale cresce all’aumentare dei salari, raggiungendo livelli talvolta superiori al 20% per i redditi più alti. Inoltre, le differenze salariali sono maggiori al crescere dell’età.

Specifically, the paper addresses gender wage inequalities in Italy in the mid-1990s and in the mid-2000s. In this period important labour market developments occurred: institutional changes have loosened the use of flexible and atypical contracts; the female employment rates and educational levels have substantially increased. The time trends are defined under the different components of the gender wage gap by estimating wage distributions in the presence of covariates and sample selection and by counterfactual microsimulations. The result of this excercise is that women swam against the tide: whilst the trend in female qualifications slightly reduced the gender wage gap, the gender relative trends in the wage structure significantly increased it.
