It surveyed management representatives in over 24,000 establishments; where available, employee representatives were also interviewed – in 6,800 of these establishments. The survey captured workplace practices in terms of work organisation, human resource management, direct participation and social dialogue. After setting out the findings, this report then examines how these practices relate to each other and to the outcomes for companies and workers. Overall, it finds that establishments that used joint employee-management decision-making on daily tasks, have a moderately structured internal organisation, make a limited investment in human resource management but have extensive practices for direct participation score best both in terms of establishment performance and workplace well-being.

In December 2010 the Bruges Communiqué discussed some specific initiatives through which “by 2020, European VET systems should be more attractive, relevant, career-oriented, i ...; [Read more...] The European Union has identified Vocational Education and Training (VET) as an essential tool in its attempts to prepare young people for work in the modern economy and also in its bid to ensure that Europe remains competitive and innovative in the face of increasing global competition and shifting demographics. In December 2010 the Bruges Communiqué discussed some specific initiatives through which “by 2020, European VET systems should be more attractive, relevant, career-oriented, innovative, accessible and flexible than [they were] in 2010”. It also outlined a timetable for the individual projects that fall within the overall VET strategy. Within this context, this Eurobarometer survey sets out to gauge the opinion of European citizens about vocational education and training in 2011 to help inform the work of the European Commission and Member States as they begin to implement the new VET strategy. It sets out to assess the image of vocational education and training, and people’s impression of VET’s potential benefits within the EU. It evaluates the impact of VET on society and on the economy, and looks at the factors that influence young people as they choose between VET and other forms of education.

Autonomia che costituisce un concetto cardine nel nostro sistema nazionale, ma che non è meccanicamente trasportabile nell'ordinamento europeo. E che l'autore ricostruisce innovativamente in tale contesto - alla luce della giurisprudenza comunitaria, degli interventi delle istituzioni europee e delle riflessioni della scienza politica sulla governance - in termini di procedura di democrazia partecipati va, creativa di "soft law": di regole cioè che pur non formatesi nel quadro delle canoniche procedure istituzionali, sono comunque destinate a valere nell'universo comunitario.

The report includes a review by Eurofound aimed at identifying the capacity-building needs and initiatives of social partners in relation to national frameworks for autonomous collective bargaining, involvement in European social dialogue and the European Semester, and the development of membership and services for members. ...; [Read more...] The aim of this report is to add to the discussion on how Eurofound can contribute to supporting capacity building of social partners for effective social dialogue. The report includes a review by Eurofound aimed at identifying the capacity-building needs and initiatives of social partners in relation to national frameworks for autonomous collective bargaining, involvement in European social dialogue and the European Semester, and the development of membership and services for members. It also includes the results from stakeholder consultations and two exchange seminars held in 2019, along with a set of policy pointers for further discussion.

Abstract: Il tema della contrattazione e del dialogo sociale viene inizialmente affrontato con riguardo alla dimensione ermeneutico-lessicale, in chiave sistematico-ordinamentale, storica e fuzionale. Segue un capitolo dedicato alle tre possibili declinazioni della contrattazione collettiva nell’ordinamento dell’Unione: come diritto sociale, come fonte, come attività volontaria ed autonoma. L'evoluzione del dialogo sociale viene tratteggiata in tre fasi: la prima, dal “processo di Val Duchesse” ...; [Read more...] Il tema della contrattazione e del dialogo sociale viene inizialmente affrontato con riguardo alla dimensione ermeneutico-lessicale, in chiave sistematico-ordinamentale, storica e fuzionale. Segue un capitolo dedicato alle tre possibili declinazioni della contrattazione collettiva nell’ordinamento dell’Unione: come diritto sociale, come fonte, come attività volontaria ed autonoma. L'evoluzione del dialogo sociale viene tratteggiata in tre fasi: la prima, dal “processo di Val Duchesse” (1985) all’Atto Unico Europeo (1986); la seconda, segnata dagli artt. 3 e 4 dell'Accordo sulla Politica sociale (attuali artt. 154-155 TFUE) relativamente ai concetti di "procedimento integrato", al dialogo sociale volontario e ai cosiddetti euro-agreements; la terza, contraddistinta dalla negoziazione collettiva “volontaria” e “autonoma”.

The authors contend that the measures were successful in retaining employment and demonstrated the ability to address challenges through social concertation.

Abstract: La concertazione sociale ha raggiunto, in Italia, un basso grado di istituzionalizzazione. Si analizza il legame che sussiste tra il corporativismo e la concertazione, passando per il neocorporativismo, per arrivare a quelli più recenti come il dialogo sociale.

Abstract: The 2011 ETF yearbook continues the tradition of highlighting a thematic area of particular importance for the relevance and quality of the ETF's work. As in previous editions, chapters are written by ETF staff and provide deeper reflections on the ETF's work in its partner countries. The theme of the 2011 Yearbook is the role of the social partners in the fields of vocational education and training, lifelong learning and active labour market policies.

Abstract: The study looks at the articulation and the complex multi-level links between European and national levels of social dialogue. It examines the factors that facilitate as well as those that hinder the successful engagement of national social partners and their ability to promote their own interests effectively. It highlights the need to overcome some gaps in coordination, resources and capacities, particularly in those countries with underdeveloped structures of bilateral social dialogu ...; [Read more...] The study looks at the articulation and the complex multi-level links between European and national levels of social dialogue. It examines the factors that facilitate as well as those that hinder the successful engagement of national social partners and their ability to promote their own interests effectively. It highlights the need to overcome some gaps in coordination, resources and capacities, particularly in those countries with underdeveloped structures of bilateral social dialogue at sectoral level linking to European-level social dialogue. The findings show that what is needed is a longer-term perspective on the multi-level governance of employment within the EU, one that would foster institution-building within sectoral social dialogue. Based on case studies and interviews with trade unions and employer organisations, the study illustrates that well-functioning national social dialogue is a key driver of positive and effective cooperation between all levels.
