Abstract/Sommario: The paper discusses the extent of teleworking in the EU before and during the COVID-19 outbreak, develops a conceptual analysis to identify the jobs that can be done from home and those that cannot, and on this basis quantifies the fraction of employees that are in teleworkable occupations across EU countries, sectors and socio-economic profiles.

It is intended for researchers and practitioners and more generally for all those involved in education and training policy. It does not represent an exhaustive inventory of the terminology used by specialists; rather it identifi es key terms that are essential for an understanding of current education and training policy in Europe. It is intended for researchers and practitioners and more generally for all those involved in education and training policy. It does not represent an exhaustive inventory of the terminology used by specialists; rather it identifi es key terms that are essential for an understanding of current education and training policy in Europe. This glossary was prepared in cooperation with the European Training Foundation (ETF), the European Commission (DG Education and Culture) and Eurydice (The information network on education in Europe). It takes into consideration a series of recent policy developments, mainly: the European Qualifications Framework for Lifelong Learning (EQF); the European Credit System for Vocational Education and Training (ECVET). It is in six languages, namely (English, French, German, Italian, Portuguese and Spanish), intending this way to aid communication among stakeholders and to contribute to a better understanding of European Union education and training policy.

This report complements the publication of the first findings of the TCR research (2023). It examines upskilling pathways from the perspectives of outreach, guidance and tailoring of the training offer. These aspects are analysed through the cross-cutting theme of governance and the principles of personalisation of services and centrality of the individual. These principles enable coordinated services to support every adult in flexible, accessible, coherent, and personalised learning/training pathways. Designed for an audience unfamiliar with the Italian system, the report avoids oversimplification. For national stakeholders, it offers a fresh perspective on familiar issues, encouraging new insights and actions.
