Abstract: This is a study of a complex but important concept, working poverty (or in-work poverty), involving individuals both as workers and members of households. It is caused by low pay, but also weak labour force attachment and high needs. It is caused by low pay, but also weak labour force attachment and high needs. The most recently available version of the household survey, EU-SILC, is analyzed to explain factors behind working poverty in different European countries. There has been a growth of jobs in Europe in the last fifteen years, but this has not decreased poverty because of a relative expansion of low quality jobs. Now economic crisis threatens to increase poverty further. But there is quite a diversity of situations within the EU which this book explores. It includes discussion of working poverty in relation to gender, to migration, and policies like tax-credits. Case studies of UK, France, Spain, Sweden and Poland are included and these countries are given special attention in most of the chapters.

Lo studio tratta un concetto complesso, ma importante, la povertà nel lavoro (o in-work poverty), che coinvolge gli individui, nella loro dimensione lavorativa così come nella sfera famigliare. Alla base del fenomeno, bassi salari, ma anche l'indebolimento della forza lavoro e fabbisogni elevati. Per spiegare i fattori che si celano dietro la povertà dei lavoratori in diversi paesi europei, vengono analizzati i dati messi a disposizione dalla EU-SILC, la più aggiornata indagine disponibile sulle famiglie. Tali dati parlano di una crescita di posti di lavoro in Europa negli ultimi quindici anni che, tuttavia, non ha diminuito la povertà, trattandosi in larga parte di una espansione di posti di lavoro di scarsa qualità. Attualmente, la crisi economica minaccia di aumentare ulteriormente la povertà. Ma c'è una notevole diversità di situazioni all'interno dell'UE, di cui lo studio in questione tenta di dar conto, estendendo la riflessione sulla povertà nel lavoro alle dimensioni legate al genere, all'immigrazione ed alle politiche di agevolazioni fiscali. I casi di studio riportati riguardano Regno Unito, Francia, Spagna, Svezia e Polonia ed a questi stessi paesi è dedicata particolare attenzione nella maggior parte dei capitoli.
