Abstract/Sommario: Il volume analizza i processi di riorganizzazione territoriale delle politiche sociali in Italia con particolare attenzione alla dimensione regionale che, dal 2001, ha assunto un nuovo rilievo costituzionale. Il tema viene affrontato ripercorrendo le trasformazioni degli obiettivi di policy, dei rapporti inter-istituzionali e della crescente complessità delle reti di attori pubblici e privati che intervengono nella formazione e attuazione delle politiche di welfare. L’analisi degli strumenti di policy adottati a livello regionale e nazionale, ma anche l’utilizzo di più metodologie tra loro complementari, ha permesso di evidenziare una preoccupante frammentazione istituzionale. Tale frammentazione si somma al tradizionale differenziale territoriale Nord-Sud, senza che si profilino adeguate risposte sistemiche né all’interno delle Regioni, né nei rapporti fra Stato e Regioni.

Ma gli effetti della crisi hanno portato allo scoperto e acuito alcune fragilità di fondo cui si aggiungono, nel nostro paese, le mancate riforme, le autarchie locali, l’inefficace coordinamento centrale. Quali sono oggi le possibilità del welfare locale? Quali le prospettive? Con quali chiavi e strumenti si possono coglierle? Il volume si concentra sull’Italia ma allargando la visuale all’Europa, con un’analisi che abbraccia il capitalismo finanziario e l’Europa sociale, per comprendere i successi, i problemi e le vie di sviluppo possibili del welfare locale.

Part I addresses three major issues. The first is how inclusive or exclusionary welfare state policies are in relation to immigrants, and especially how the type of welfare state and incorporation regime affect their social rights. The second issue concerns changes in immigrant rights and the direction of the change: rights extension versus rights contraction. The third issue is how immigrants' social rights compare to those of citizens. Part II shifts from policies affecting immigrant rights to the politics of the policies. It examines the politics of inclusion and exclusion in the six countries, focusing on social rights extension and contraction and changes in the policy dimensions of the incorporation regime that impinge on immigrants rights.

Il rapporto dell’ILO (International Labour Office), presenta una previsione di peggioramento dei livelli globali di disoccupazione e prende in esame i fattori di questa tendenza, come la persistenza della disuguaglianza e la diminuzione delle quote salariali. Analizza i motori della classe media in ascesa nel mondo sviluppato, nonché i rischi di conflitti sociali, in particolare in aree di elevata disoccupazione giovanile. Il rapporto espone i fattori caratterizzanti del mondo del lavoro, compresi l’invecchiamento della popolazione e il cambiamento nelle qualifiche richieste dai datori di lavoro. Secondo il rapporto, i giovani lavoratori tra i 15 e i 24 anni sono quelli maggiormente colpiti dalla crisi, con un tasso di disoccupazione globale di quasi il 13 per cento nel 2014 e un ulteriore incremento previsto per i prossimi anni.

As a result, global unemployment is expected to increase by nearly 2.3 million in 2016, and by a further 1.1 million in 2017. As in 2015, most of this increase will take place in emerging markets. As a result, global unemployment is expected to increase by nearly 2.3 million in 2016, and by a further 1.1 million in 2017. As in 2015, most of this increase will take place in emerging markets. Job quality is also deteriorating. While there has been a decrease in vulnerable employment and working poverty rates, vulnerable employment still accounts for over 46 per cent of total employment globally, affecting nearly 1.5 billion people. The World Employment and Social Outlook – Trends 2016 provides a global overview of these worrying trends, and presents unemployment projections until 2017 by income and regional groups, as well as projections on several dimensions of job quality until 2020. It also examines the major challenges these trends pose in achieving the newly adopted Sustainable Development Agenda.
